GMP Contributions

I see the GMP source control described at https://gmplib.org/devel/ .

1) Who or what group approves contributions ? Torbjörn ?

2) How are contributions actually submitted ? `hg-request-pull` ?

I suggest that this information could be added to
https://gmplib.org/devel/repo-usage ,
or a page about contributing to GMP.

Is there already such a page?
If there is, google search and bing search do not have it indexed.
