Help making on Windows64 w/Cygwin

I used those options to make sure I didn't have any cross-compiling
issues.  Picked it up from here:

I haven't tried ./configure without options because I'm afraid hitting
compatibility issues when I compile with MinGW-w64 GCC.  Here's the config

This is my first time using mailing lists, and I don't know if I'm replying
