Mmmh. I hoped that this qualifies as a bugfix. The gmp-mparam.h files
are completely generated by the tune tool. So I don't have a copyright
here anyway. longlong.h is part of the GCC project and I have the
paperwork in place for that.
Your patch is well over the threshold for paperwork, I'm afraid,

I've a copyright assignment to the FSF in place which covers GCC, GDB,
Glibc, and Binutils work. Extending this will be difficult and will
take months at least.
Please start it now if ether (1) you plan no further changes, or (2) you
will do the assign-future vcariety of the paperwork. If you plan
furtther changes, and do not want to to assign-future, then it is better
to wait.
The process is started by mailing assign at gnu org.
I think we really ought to do some assembly loops for s390x too. If you
woiuld like to get involved with that, assign-future paperwork would be
convenient.
