Does GMP allow programs with its compiled code statically linked in to
be distributed, the way Bison admits it by the use of LGPL for the
parsers it generates, and GCC for its libraries? If not, what is the
difference with GMPs use of LGPL?

As you probably already know, Bison allows for an exception to the
(L)GPL. If you don't know that, I suggest that you read about it on the
bison docs pages. (Or, turn to your favourite web search engine.)

I find it remarkable that you with great confidence teach others that
(L)GPL for GMP does not have the legal effect of its license just
because another GNU program (bison) allows for an exception to (L)GPL on
its generated, compilable, output.
