GNU MPFR 3.1.4 Release Candidate 2

Hi,

No problems on MS Windows, using 32-bit and 64-bit mingw-w64 ports of both 
gcc 4.9.2 and 5.3.0.

For each of those 4 compilers, I ran 8 different configurations - 
static/shared x tls/no_tls x ansi/no_ansi (where the difference between 
"ansi" and "no_ansi" is simply whether gmp has been built 
with -D__USE_MINGW_ANSI_STDIO or not).
