Use of the __GMP_CC and __GMP_CFLAGS macros

I haven't followed this discussion, but I note the absense of any flags
setting the compiler in m32 or m64 mode.  That's odd.

How did that happen?

It is really a shame if Debian adds complications to packages that
depend on GMP, based on a mere misunderstanding of the purpose of these
macros.  Our playcard house of fixes and workarounds is complicated as
it is!
