no usable m4 in $path or /usr/5bin

I'm trying to configure the gmp library. I'm in Windows using a MinGW shell.
I typed the following command from within the folder where I have extracted
all of the gmp files:

 

   ./configure --prefix=${gmp_install}

 

Things progress for quite a while until get this error and the build stops:

 

   no usable m4 in $path  or /usr/5bin

 

I've seen this error addressed in the context of Linux systems, but not with
Windows.

 

Don't know what I did wrong. Can anyone help? Thank you.
