Fibonacci algorithms for new software project

To the community of open source math programmers,
I'm an amateur mathematician and have spent a lot of time systematizing the
representation of numbers in base-phi; that is, a Golden Mean based system
which I believe could be implemented in hardware (or initially as a software
emulation of that hardware) quite simply.

My goal is to open up this process so that it can be worked on by an
interested community.  While I can understand programming and read C
language code, I don't have practical experience as a programmer.
