Announce: MPFR 2.3.1 is released

I built this on MingW okay, but running 'tadd1sp.exe' caused a crash
in parsed_string_to_mpfr(). The trace is attached. 

I'm clueless of what is happening (my previous and very old 2.1.0 
version ran fine).
