win32 _decl problems

Humm, I don't remember seeing that switch.  I never used it.  I think it 
work with or without it.  My guess is that if you type 'LIB' on a x86 
machine, it should default to IX86 (or X86) without any 'machine' switch.

As for the '/out' I mentioned before, it's optional too.
