We don't want to disable functionality for legitimate use.

If I ever get the time, I will assign more CPU cores to handling clone
commends.  It is not just bumping a number somewhere, it requires
running mercurial from nginx in a quite different manner.

Still, even with a dozen CPU cores, Github-type behaviour would be able
to bog down our web server.
