mpn_set_str_bits

Dear GMP developers,

The attached patch slightly improves the mini-gmp function 
mpn_set_str_bits. The invariants are also a bit clearer (shift is the 
number of occupied bits in rp[rn-1], no more special case for a full limb).

The change was suggested by Paul Zimmermann.
