User defined tolerance

Hi all. When I ran the tuneup program, I found that on some systems it is almost impossible to achieve 1% discrepancy in speed measurement. Therefore, it should be available for user-defined values, with default to 1%, as specified in the attahed patch.

Users can set the value of tolerance by specifying the "-DTOLERANCE" CFLAG in configure.
