Licensing issue with gnutls and gmp

The GnuTLS (or at least he library part) is now licensed under the
LGPLv2+ license which should allow some third party applications that
are GPLv2 only to be linked against it. Unfortunately the GnuTLS uses
gmp library for the public key crypto implementation.

The GMP is currently licensed under the LGPLv3+ license. And that makes
the GnuTLS that links it transitionally LGPLv3+ as well and conflicts
with the GPLv2 licensed applications.

Would it be possible to dual license the next GMP release under the
LGPLv3+ and  GPLv2+ licenses? I heard that it might be possible to do
that.
