Testing static and shared builds

When both a static and shared build is made--and this is the
default--then both should be tested.

I certainly do not suggest that we test a build not made (and I am not
sure how that would be done).

Now, we typically test just the shared build, then at "make install"
install both builds, one tested and one untested.
