Submission of code

Hi,

I hereby submit some code that I made this winter. The scan_reverse 
functions use a simple algorithm and are probably not optimum. I think they 
work fairly well for short run-lenghts however. The test for these are 
implemented from the existing test for the scan functions. I also submit 
some init_set functions for rational numbers. I think that perhaps these 
should be included for completeness.
