Yep.  And a reference to the MT authors would be good, and perhaps a
one paragraph outline of what MT is based on.

Could say more in the algorithms chapter, about the how and why of
random states and seeds etc.  The main function doco would be best
geared towards telling a user what they need to know to use everything
properly.
