Building from repo generates an error message and fails.

Thank you for responding. The autoconf is a locally built program, installed in a separate toolchain. It reports itself as:

aclocal --version
   188 aclocal (GNU automake) 1.18.1
   189 Copyright (C) 2025 Free Software Foundation, Inc.
   190 License GPLv2+: GNU GPL version 2 or later <https://gnu.org/licenses/gpl-2.0.html>
   191 This is free software: you are free to change and redistribute it.
   192 There is NO WARRANTY, to the extent permitted by law.

I will run the build without this local toolchain and report back to you. Ok?

I haven't seen this. In my copy of configure.ac (I'm at revision
b54d1f94b4ee, but it looks like latest change to this file was many
months ago), I see no AC_REQUIRE near line 2743 in configure.ac. So I
have no idea why it's failing like that. Which version of autoconf are
you using?
