I can read:
AC_PACKAGE_BUGREPORT, PACKAGE_BUGREPORT
Exactly bug-report, if one was provided. Typically an email
address, or URL to a bug management web page.
So I think that GMP is correct here.
Earlier it is said "The optional argument bug-report should be the
email to which users should send bug reports." but that's a "should"
so that one can expect thinks to work, in particular with the
AC_PACKAGE_BUGREPORT / PACKAGE_BUGREPORT description.
Note that URLs can contain commas (this occurs in practice, but
perhaps not for BTS URLs), so that if commas or other characters
are forbidden, this should be documented so that the URL is
written with such characters encoded.
Note for GMP: if the URL is accepted, wouldn't it be better to just
put the URL in order to make sure users read this page?
