armcortexXXXneon support missing from config.sub

Hey,

Configuring gmp with for arm-neon cpus does not work:

$ ./configure --build=armcortexa8neon
checking build system type... Invalid configuration `armcortexa8neon':
machine `armcortexa8neon' not recognized
configure: error: /bin/bash ./config.sub armcortexa8neon failed

I've hacked around it by adding the neon cpus to config.sub, but is
that the proper solution?
And is there a formal way of submitting patches?

gmp version: 6.0.0.a
gcc version: gcc version 4.9.2 (Ubuntu 4.9.2-10ubuntu13)
uname -a: Linux nx500 3.19.0-16-generic #16-Ubuntu SMP Thu Apr 30
