./configure issue with arm-none-eabi toolchain

I am afraid that general help with cross-compiling is beyond the scope
of this mailing list.  The section on cross-compiling in the GMP manual
might be of some help; if your environment then does not work, you need
to ask for help locally, or from the people that gave you the compiler.
