I asked about this (and the other problem) on the mingw64 mailing list back 
in mid January. See

Apparently it's a "known problem", but I couldn't work out if that meant 
someone was going to do anything about it (nor could I work out just who 
that "someone" might be, if such existed :-)

Most likely explantion of this problem (which you'll find at the above link) 
was "libmsvcrt.a now exports localeconv, but t-locale is trying to use its 
own implementation, hence the multiple definition error".
