4.1.3 PATCH: Fix configure error for IRIX 5/IRIX 6 O32 (resend)

I just came across the statement on http://www.swox.com/gmp/ that the old
bug reporting mailing list bug-gmp at gnu.org is obsolete and bug reports
should be sent to this list.

Unfortunately, this isn't stated even in the 4.1.3 release which still
refers to the old address in INSTALL, README, and gmp.texi.  So if the new
address is correct (which I find unfortunate in a way, since most other GNU
packages use bug-<package>@gnu.org, so this is the odd man out, creating
user confusion), please update the software to state this.

Anyway, please have a look at the report and patch archived at

which allows gmp 4.1.3 to compile and test correctly on IRIX 5.3.
